The RADIUS RFCs indicate that the username attribute should be encoded
using UTF-8. Yet, when we try to authenticate user's with non-ascii
characters in their names it always fails. As it looks like IAS isn't
using UTF-8 decoding, but assumes 8-bit characters (don't recall the
"proper" name for 8-bit character encoding scheme).

Does this sound right? Does NPS correctly support UTF-8 encoded
usernames?

Looking at the RADIUS RFC a bit more shows that user-name MAY be UTF-8
encoded, OR be a simple NAI (RFC2486). Maybe IAS assumes the user-
name will be an NAI???
